Theresa "TC" Beier
President of KCL Associates Inc.
T.C. has over 30 years experience in the building construction industry. She started at the age of 16 hanging sheetrock. Received a trade certificate from Healds Engineering college in 1979. Worked as Drafting Engineer/Project Manager for 7 years. Then she obtained her ICBO certificates in 1986 and started serving the public from within California building departments. Positions included Plan Checker, Building Inspector, Chief Building Inspector and Assistant Building Official. In 1996 TC returned to the private sector to start a family and formed KCL Associates (incorporated in 1998), consulting with and preparing plans for property owners and contractors; and providing service to municipal building departments on an as needed basis.
Her field experience combined with a keen understanding of the permit and construction process provide for comprehensive, easy to read plans. Her unique no-nonsense style of consultation and plan preparation saves time, money, and confusion.

Structural Details
Generally the plumbing and mechanical layout will appear on the floor and electrical plans. Occasionally an isometric plumbing diagram is provided, depending on the complexity or jurisdictional regulations.
Structural elements are designed with plumbing and mechanical accomodation in mind. This mitigates construction delays and cost overruns.

Goals and desires are assessed and various methods to achieve them are introduced. Weighing various methods with personal desires and how cost is affected are essential keys to a successful design.
Immediately after purchasing a very tired 1950's rancher in Los Altos, we hired TC to be our designer/ architect/advisor for a major updating remodel and 600 sq.ft. expansion project. The results were pretty spectacular! In addition to meeting our initially stated requirements, TC came up with several unique concepts and features of her own. One of these was an exciting oasis/atrium in the new master bedroom/bathroom area. This has turned out to be a smash hit with everyone who has seen it. We found TC to be very reliable and creative, and we have no hesitation in strongly recommending her services.
